Rodilsya v Yaroslavle. Okonchil uchilische pri Moskovskom Teatre revolyucii (1938) i Literaturnyy institut imeni Gor'kogo (1952). Rabotal akterom i rezhisserom v teatre, potom zanyalsya dramaturgiey. V kino on debyutiroval kak avtor scenariya fil'ma `V dobryy chas!`, a postavlennaya po scenariyu Rozova kartina Mihaila Kalatozova `Letyat zhuravli` proslavila ego na ves' mir.
